WHAT YOU NEED TO KNOW;

REGISTRATION OF HORSES IMPORTED FROM PORTUGAL AND CHANGE OF OWNERSHIP 

BUYERS BEWARE: It is the buyer’s responsibility to check the ownership and registered status of their new horse before buying. Pure bred Lusitanos from reputable breeders are registered in the APSL Stud Book. You can check by looking for the horse by name, UELN or NIN via this link https://www.cavalo-lusitano.com/

If your prospective purchase is not listed in the stud book with a Book of Births or Book of Adults number, it is almost certainly not a pure bred Lusitano, and you will not be able to register and compete it as a pure bred but you can as a part bred or cruzado when you bring it to the UK. 


IMPORTANT: Please note that a new owner can only change ownership of a horse registered in the APSL Studbook from the previous REGISTERED owner(s) (not necessarily the seller). If the registered owner has any outstanding monies, bankruptcy etc with the APSL, they will not do a transfer of ownership and although you may have purchased the horse, this will be within the APSL regulations still belong to the registered owner. Don’t hesitate to contact the studbook secretary if you like to us to contact the APSL.


It is the responsibility of the buyer to check that the horse they are buying is registered to the person(s) they are buying from. This can also be done by looking the horse up in the Stud Book via the link above. If a horse is not registered in the name of the seller, it will be very difficult to have the transfer of ownership recognized by APSL. 


If you buy a horse in Portugal, make certain you have a signed PEDIDO (APSL change of ownership form) to request change of ownership from the previous registered owner to the new owner when approved by APSL. If not, it will be very difficult to have the transfer of ownership recognised by APSL. 


You will need the Vendor(s) to sign the APSL Change of Ownership form AND provide you with a scanned clear copy of both sides of their ID card(s). This is in order for APSL to verify the signature(s) of the Vendor (s) on the APSL Change of Ownership form. It is normal to do this in Portugal so the seller should not object. You will also need a Bill of Sale. If the owner of the horse is a LDA (company) you will require Código da Certidão Permanente Comercial”. This is the same for any country.


Pure bred Lusitanos with registration in the APSL Book of Births or Book of Adults imported from outside the UK must be registered with LBSGB to their new owners before they can compete, be graded, or have any young stock attributed to them. Imported horses must also be registered on the UK Equine Database and their passport over stamped – this is a legal requirement, which will be met by registering the horse with the Breed Society at the same time as applying for change of ownership. All passports are electronically over-stamped and do not require to be sent in.


Once received by the LBSGB studbook secretary all the documents will be forwarded to the APSL and the change of ownership has been recognized by APSL, this can 4-8 weeks, the Stud Book Secretary will send you the Boletim from the APSL recording you as the owner of your horse. It is your proof of ownership so keep it very safely. There will be a copy of the Boletim filed in the LBSGB Stud Book. you will be issued with a BOLETIM showing you as the owner.


If the vendor has registered the new owner’s details direct with APSL and the buyer’s address is in the UK, the Boletim will still be sent to the Stud Book Secretary, not direct to the new owner. So even if your horse is remaining in Portugal, please advise the Stud Book Secretary of your contact details and the name of your horse, so that the Boletim can be sent on to you when it arrives. 


Procedure for change of ownership.

STEP 1: Download the ‘LBSGB Change of Ownership form’ (COO1) and complete it, giving all the correct breeding and registration numbers. Please ask the Stud Book Secretary if you need help. 

STEP 2: Scan the Certificate of Origin from the Passport and diagram page.

STEP 3: You will need a scan of a Bill of Sale or receipt for your horse that unequivocally identifies your horse (UELN number from the Passport for example) and gives the name and address of the Vendor and the Purchaser and is signed by both parties. You can blank out any price information. Ditto scan of both sides of the owners ID card (for purchase outside the UK only)

STEP 4: Download the ‘APSL Change of Ownership form’ (APSL1), fill it in and have it signed by both you as the applicant for a change of ownership, and the Vendor. If the horse belongs to a LDA (company) you will require a Código da Certidão Permanente Comercial”. This for any commercial company outside the UK.

STEP 5: Email scans of all these documents with payment to the Stud Book Secretary. You can send paper copies by post, but scan and email are preferred. Preference is for payment by BACS but you can send a cheque for the appropriate amount to the Stud Book Secretary. If you pay by BACS please send a scan of the payment with copies of your documents. 

 

 

INITIAL REGISTRATION FOR IMPORTED HORSES ALREADY HAVING A PASSPORT AND DOCUMENTED OWNERSHIP - INCLUDES AUTOMATIC REGSTRATION ON THE UK CENTRAL EQUINE DATABASE WITH PASSPORT OVERSTAMPED BY THE LBSGB. All passports are electronically over-stamped and don’t require to be sent in. Boletim send out by recorded delivery by LBSGB studbook secretary. See form COO1 for registration via LBSGB. Or COO2 if done direct transfer with APSL.

CHANGE OF OWNERSHIP FOR PURE BRED LUSITANOS BOUGHT IN THE UK FROM A UK OWNER 

The steps are the same as buying from a UK owner in the UK (as listed above) except that you will not need an ID card.

CHANGE OF OWNERSHIP FOR PART BRED LUSITANOS & CRUZADOS ALREADY REGISTERED IN THE LBSGB PART BRED OR CRUZADO STUD BOOKS 

Fill in the LBSGB CHANGE OF OWNERSHIP FORM COO3 and scan and send that together with a scanned copy of the Certificate of Origin and scan off diagram of the horse from the passport, plus a scan of the Bill of Sale, (you can block out the amount), plus the appropriate fee to the Stud Book Secretary. 

To register a cruzado, you must be able demonstrate that the horse has minimum of 25% Lusitano in his pedigree.

REGISTERING YOUR PURE BRED FOALWITH THE LBSGB AND APSL, WITH ISSUE OF A PASSPORT 

IMPORTANT: It is mandatory that all horses in the EU & GB have a passport by six months of age. 

LBSGB is a Passport Issuing Organisation (PIO) and our passports are fully EU and DEFRA compliant. 

PLEASE APPLY IN GOOD TIME: It is a lengthy process to obtain the documents needed for a passport back from APSL in Portugal. Don’t leave your application to the last minute or your passport will not arrive before your foal is six months old! 

A pure-bred foal is one that has both parents graded (approved for breeding) and both with and APSL book of adult’s number “LN A” plus a number. This can be found on the register and in the passport.

If either parent is not graded or has no ‘Book of Adults’ (LN A) number your foal is NOT eligible to be registered as Pure Bred. 

STEP 1: Contact the Stud Book Secretary and ask for a DNA Sample Kit to be posted to you, together with form V5, the LBSGB Initial Registration Application form and the LBSGB Passport Application form. You can pay the registration fee by BACS or cheque. If you pay by BACS, please send a scan of the payment with copies of your documents. 

Form V5 is the Outline Diagram form. 

STEP 2: arrange a vet’s visit soon after the birth of your foal, but after you have received the DNA Sample Kit and all the forms. 

Ask your vet to take a sample of mane hair, including the roots, and put it in the bag supplied in the DNA kit. Ask him or her to fill in the label that arrived with the kit and seal the bag with the sticky label so the bag is tamper proof. 

Please complete the DNA Sample Request form carefully. Please make sure you provide the correct spelling and the correct identity numbers of the parents of your foal. For both parents you should include the UELN Number (in Portuguese passports this is the number beginning with 62000100). If you are not sure please ask the Stud Book Secretary for help to get this right. 

Ask your Vet to clearly fill in the V5 Form, draw the markings of your foal on the diagram and sign and stamp the form. 

STEP 3: Complete the LBSGB Initial Registration Application form and Passport Application form and sign them. You need to make sure everything is filled in and can be clearly read without mistake, especially with Portuguese spelling of names and numbers. 

STEP 4: Put the DNA sample and its paperwork together with the completed and signed V5 Form, the LBSGB Initial Registration Application form plus the Passport Application form in a large A4 envelope with the correct postage (Registered Delivery recommended) and send to the Stud Book Secretary. 

STEP 5: The Stud Book Secretary registers the foal on the UK Central Equine Database and sends the DNA sample and paperwork to Weatherbys for production of a DNA profile and proof of parentage. 

STEP 6: If the parentage is proven then the Stud Book Secretary sends the V5 Form, the LBSGB Initial Registration form, the DNA profile and proof of parentage will be sent to APSL with a request for registration in the Book of Births. 

APSL send back to the Stud Book Secretary a Boletim (certificate) showing that the foal is registered in the Book of Births and has a Book of Births number. This form is sent to you and a copy kept for your foal’s file. Once the foal has a Book of Births number, the Stud Book Secretary will complete the Passport Application and the LBSGB Pure Bred Lusitano passport is automatically sent to the owner by Registered Delivery. 

 



INITIAL REGISTRATION FOR PURE BRED LUSITANO FOALS NOT ALREADY REGISTERED WITH APSL OR LBSGB 

INCLUDES DNA TESTING, REGISTRATION IN APSL AND LBSGB STUDBOOKS AND ISSUE OF PASSPORT TO DEFRA & EU REGULATIONS 

This applies to horses eligible for registration as PSL by having both parents graded (approved for breeding) and with a Book of Adults number in the APSL Stud Book

REGISTRATION OF PART BRED LUSITANO AND CRUZADO FOALS 

Foals with one parent registered in the APSL Book of Adults can be registered as Part-Bred with LBSGB, subject to a DNA test as above. Foals with one proven Lusitano parent not registered in the Book of Adults can be registered as Cruzados with LBSGB. However, APSL does not recognise Part-bred or Cruzado Lusitanos. Please contact the Stud Book Secretary for further information. To register a cruzado, you must be able demonstrate that the horse has minimum of 25% Lusitano in his pedigree.


INITIAL REGISTRATION OF FOAL IN LBSGB PART BRED STUD BOOK –

INCLUDES DNA TESTING AND ISSUE OF PASSPORT TO DEFRA & EU REGULATIONS 

(Part-bred foals must have one parent registered in the APSL Stud Book with a Book of Adults number),

IDENTITY ONLY PASSPORTS 

It is mandatory for all horses in the UK to have a Passport by six months of age. There are circumstances where an Identity Only Passport can be issued in order to comply with the law, for example where the owner is waiting for a Book of Births number from APSL.

You will need your vet to complete a V5 outline and sign it, and the horse must be microchipped. Please ask the Stud Book Secretary for a V5 Form diagram.

REPLACEMENT PASSPORTS 

For example, for damaged passports, passports incorrect, or lost passports of horses already registered with APSL, LBSGB Pure Bred, LBSGB Part Bred, or LBSGB Cruzado. For a replacement passport you will need your vet to complete a V5 outline diagram and sign it. Please ask the Stud Book Secretary for a V5 Form. No passport can be produced without this. PLEASE NOTE IT IS ILLEGAL TO HAVE TWO PASSPORTS FOR ONE HORSE so you must surrender the old passport (if you still have it) before a new one can be sent out.

Important, all resident UK horses must be registered on the UK Central Equine database.

Please refer to change of ownership or registration of ownership.

DNA TEST AND PROFILE ONLY – 

This service is for anyone wanting to have a DNA test and profile for their horse. 

You can only have a DNA parentage test done with the Lusitano Breed Society GB if you know the exact identity of one or both parents (UELN or microchip number), one or both parents also need be registered in the APSL Studbook in Portugal. If both parents are registered in the APSL Studbook and approved for breeding, graded, with LN A number on their register, on proof of parentage your foal can be registered as a PSL (Purebred Lusitano) in the APSL Studbook and with LBSGB. Both PSL mares and stallion are graded. A pure bred Lusitano (PSL) is when both sire and dam are graded.


If one parent is registered in the APSL Studbook and approved for breeding, graded, you can register your horse with LBSGB as a Lusitano part-bred but not with APSL, they only accept pure bred.


You may be able to register the foal/horse with LBSGB as a Cruzado, this also requires proof of Lusitano parentage but not necessarily a DNA test. A Cruzado must have a minimum of 25% Lusitano in its breeding to qualify.


APSL requires that all Lusitanos are DNA tested. In the UK is done with a hair sample rather than blood sample.


It is especially relevant to anyone breeding in the UK from a horse who has a DNA profile in Portugal. It can also be used for a horse which is known to have one or both parents in the APSL Stud Book, but where the horse’s breeding is not registered in its passport.
